Chapter 347 Network Beyond Stonehedge
we usually dealt with, including entries in regions I had never visited.

Some had participated in earlier exchanges, while others had been registered through people whose names no longer appeared in the active leadership records.
I went through the entries one at a time. The network wasn’t limited to Stonehedge, Dartwood, or the independent packs we had recently approached.
It reached much farther, and we had no reliable way of knowing how many of those connections still worked.
“How many overseas packs are listed?” I asked.
“Twenty-three with identifiable records,” Rhys said. “There are another eleven entries that may refer to separate packs, but the information is too incomplete to confirm that.”
I looked at him. “And how many have working emergency contacts?”
“We haven’t tested them all. Some have no current contact information, and others haven’t updated their records in years.”
That answer bothered me more than the number of inactive entries. We had been treating the network as a useful archive and a way to contact allies, when it might also be the only record connecting vulnerable packs to people who could help them.
The latest message had come from a territory outside the reach of our regular patrols.
If the pack was under attack, neither Stonehedge nor Dartwood could send warriors quickly enough to protect it without local support.
Even if we reached them, we would need people who understood the land, the pack’s medical needs, and the safest routes through its borders.
“We can’t keep relying on our own territories to respond to every emergency,” I said.
Damian turned from the screen. “You want F-Tech to take responsibility for packs we don’t govern.”
“I want F-Tech to build a system that can help them without requiring them to come under our authority.” I pointed to the inactive records. “These packs have their own Alphas, their own laws, and their own reasons for keeping their distance from us. They shouldn’t have to surrender any of that before they can ask for medical assistance or a safe evacuation route.”
He considered my words before nodding. “Then the system needs clear limits. We can’t send teams across another pack’s border without permission unless there’s an immediate threat to life and an agreed emergency procedure.”

“Agreed. And we need local contacts who can confirm a request, arrange access, and tell us what kind of help is needed.”
I turned back to Rhys and asked him to create a proposal for an international emergency network under F-Tech.
It would include secure communication channels, verified pack contacts, medical evacuation arrangements, and protected routes that could be activated when ordinary communication failed.
Each participating pack would decide what information it shared, who could access it, and whether it wanted to withdraw.
“Start with the records we have,” I said. “Mark every unverified contact. Don’t assume an inactive pack is an enemy, and don’t assume it’s safe simply because it once cooperated with
us.”
Rhys began building the first list. I asked him to separate the confirmed information from the gaps so we could see where our knowledge ended instead of filling those spaces with guesses.
The overseas distress signal remained on the main screen.
We still had wounded wolves waiting for help, and we had yet to establish direct contact with their Alpha.
I told the evacuation team to continue preparing while security worked on confirming the request and finding a safe way to reach the territory.
Damian rested his hand on my shoulder as I reviewed the first page of the proposed system. “This will take time,” he said.
“I know. But we can begin with the pack that asked for help.”
I approved the initial planning brief and sent it to Rhys. F-Tech had spent years protecting the people and records within its reach. Now I needed it to reach farther, without turning assistance into control.
The overseas pack had forced me to see how much of the network we had neglected. I wasn’t going to let another emergency reveal the same gaps before we acted.
